In short
- Henri Coandă Airport handled 17.0 million passengers in 2025 (+6.6%); the T2 terminal is being designed [1][2].
- Lot 1 of the A0 North motorway was about 82% complete in October 2026 [4].
- Romania's land market: about EUR 450 million in 2024 and a similar level in 2025; Bucharest accounts for about 60% of transactions [5].
- Land with clear zoning sells at a 20–30% premium over land without it [5].
The infrastructure pulling demand north
Henri Coandă Airport handled 15.95 million passengers in 2024 and 17.01 million in 2025, up 6.64% [1][2]. On 30 June 2026 the design contract was signed for the new terminal (T2), about 176,000 sq m, planned for about 30 million passengers a year by 2040; design takes at most two years and construction is estimated at 3.5 years [3].
On the road side, CNIR launched the tender for a 2.55 km express road between the A0 motorway and the T2 terminal, with a junction at km 29 of the A0 in Tunari [6]. Lot 1 of the A0 North (Joița–Corbeanca, 17.5 km) was about 82% physically complete in early October 2026, with an April 2027 contractual deadline [4].
The land market
Land transaction volume in Romania was about EUR 450 million in 2024, and 2025 ended at a similar level. Bucharest accounted for about 60% of deals, roughly two thirds of them for residential and about 20% for retail [5]. Prices stayed broadly stable; urbanised land with clear permitting advantages commands a 20–30% premium over non-urbanised land, and in areas with newly completed infrastructure prices doubled within 2–3 years [5].
| Recent transaction | Area | Price | EUR/sq m (calc.) | Source |
|---|---|---|---|---|
| Pipera, land sold for about 650 apartments (2026) | ~30,000 sq m | EUR 14.3 m | ≈ 477 | [7] |
| Pipera, One United Properties, paid in apartments (2025) | ~15,000 sq m | EUR 11.4 m | ≈ 760 | [8] |
| Otopeni, Kaufland: 9.2 ha for a hypermarket and gallery; ~45,000 sq m residential put up for sale | 9.2 ha | not disclosed | – | [9] |
The prices in the table refer to land with clear use and zoning, in established areas. Land that needs a new zoning plan is measured against these values minus the cost, time and risk of zoning.
The price of the end product
Asking prices for new apartments in Bucharest reached about EUR 2,541 per sq m of usable area in March 2026, 24% higher than a year earlier [10]. Developers value land backwards, from the sale price, construction cost and target margin; the higher the end price, the more valuable land with clear zoning becomes.
Logistics and commercial uses
In the first half of 2026, Bucharest recorded about 386,000 sq m of industrial and logistics leasing, a stock of about 3.99 million sq m, a 6.3% vacancy rate and a prime rent of EUR 4.80 per sq m per month [11]. Plots by the Ring Road and DN1, with HGV access and utilities, can serve urban storage, showrooms or airport parking, within the uses set by zoning.
What sets a plot apart
- zoning status: an approved plan in force, or a new plan required;
- road access and the actual driving distance to the airport and the Ring Road;
- utilities available at the boundary;
- any effect from infrastructure projects, confirmed in writing by the authorities;
- the administrative unit: Bucharest or Ilfov County, with the corresponding local rules and taxes.
